BEIJING – November 2006
The China-Africa Cooperation Forum is a platform for collective consultations and dialogues between China and African countries. It constitutes, within the framework of South-South cooperation, a real aid mechanism for developing countries.
Safeguarding peace, research in multiple fields, as well as promoting development were among the most important challenges to face at the dawn of the 21st century. In this context, the Sino-African cooperation forum was created and cooperation between China and African countries is established. It resulted in a forum held in Beijing from October 10 to 12, 2000. This forum was attended by more than 80 ministers from 44 African countries and China and other organizations. The participants pledged to cooperate in all areas in general, and in economic and social development in particular. During this first meeting, the path to follow by China and African countries for the development of a new type of partnership, based on stability, equality and shared benefits was presented. The first meeting was crowned by the establishment of the Chinese monitoring committee of the forum on Sino-African cooperation and the establishment of monitoring committees in some African countries.
In July 2001, the two sides held a ministerial consultation meeting in Lusaka, Zambia, to discuss the procedure for the forum's follow-up mechanism which came into effect in April 2002. In November 2003, the second meeting of senior officials was held in Abbis Abeba, Ethiopia. Shortly after the meeting, high-level exchanges between China and African countries intensified and coordination and cooperation in various fields were consolidated.
The third Sino-African cooperation forum will take place this year in Beijing, China from November 4 to 5, 2006. However, and with the aim of launching cooperation between China and Africa, the Chinese side has decided to transform the forum into a summit which will bring together the heads of state of African countries.
Algeria took part in the work of the forum summit and was represented by His Excellency Mr. Abdelaziz Bouteflika, President of the Republic.
A long-standing friendship
People's China has always supported national liberation movements in African countries, such as Angola, Mozambique, Guinea-Bissau, Sao Tome and Principe, Cape Verde and Nelson Mandela's ANC. During the era of decolonization, in the 1960s and 70s, China sent doctors, agronomists and architects to Africa to contribute to the reconstruction of African countries freed from colonial rule. Beijing provides active support to countries such as Zimbabwe, Congo Brazzaville, Angola, the Central African Republic, Chad, Burkina Faso, Senegal and the Democratic Republic of Congo, with which it maintains privileged commercial relations.
